Old IRPs

Why is the 1997 IRP still being used for Social Studies in grades 8 and 9? It seems to me that something that is almost 13 years old is probably not the best resource to keep teachers current and up to date with new information and teaching techniques? Were DVDs even around back then? There are probably hundreds of new materials that this old IRP doesn't mention in the recommended learning resources section. No mention of DVDs, nothing about using the internet - where there are millions of relevant websites on whatever topic you might be covering, not to mention youtube, no mention of creating a blog where students can share ideas or assessing students online/by email. How many of us have had a class blog or sent assignments by email to a prof? And on page 33, there is the resource subheading 'software' with a picture of a floppy disk beside it. I don't even know how those work, and the students probably don't even know what a floppy disk is. Time to update!
